Gail Ross Waters, Ph.D.

  • Ph.D. - University of Arkansas at Fayetteville; Major: Strategy/Policy. Completed: January 1982. Honors - Third Year Appointment - awarded to top eight doctoral students each year - September 1976 to May 1977.  
  • MBA - Sam Houston State University, Huntsville, Texas; Major: Management. Completed: August 1974.  
  • BBA - University of Texas at Austin. Major: Personnel Management. Completed: August 1970. 

Gail Ross Waters, Ph.D. is Professor of Entrepreneurship and E-Business at Cal Poly Pomona and was voted "MHR Professor of the Year for 2002" and "Graduate Professor of the Year for 1997" by his students.  He has coordinated hundreds of business plans by students working with area businesses as director of the Small Business Institute.  He was co-founder of the GYL Decauwer Competitive Marketing Edge Program (a graduate and undergraduate consultation coaching program.)  Dr. Waters currently serves on the Board of Directors and Executive Committee of the Inland Valley Economic Development Corporation (2000 – present.)

He has taught in residence, developed training outreach programs, and written teaching materials for several international universities: the Beijing Institute of Foreign Trade, People's Republic of China (1984), Chinese University of Hong Kong (1986 - 1990), University of Swaziland (1995-1996), National University of Science and Technology, Bulawayo, Zimbabwe (1996), CSU MBA program in Moscow, Russia (2000), Science and Engineering University of Armenia, Yerevan, Armenia (2000) and Competitive Marketing Edge Program in London, UK (2004).

He has developed a wide and rich scope of international entrepreneurship experience to share with his students from the start up of two small business ventures in Hong Kong the ‘Cockatoo Ltd.’ (retail) and ‘Cockatoo International Ltd.’ (wholesale/trading.)  (1986 – 1990.)
